Texas has more Home Health Agencies than any other state. I think it would be a great idea to have to justify opening another home health agency, hospice, DME, ambulance company, LTAC, Nursing Home, Rehab. Hospital or Hospital by requiring a needs assessment. We use to do that and don't understand why we quit. With the amount of Medicare/Medicaid fraud and limited number of resources to monitor payments in the system....we must do something! The amount of money in fraud could come a long way to helping to solve the budget deficiets in health care!
